this little cut to get over. when things get better we will raise taxes or continue the spending binge. s not very good policy. the other thing you have to worry of how demorelized your state force. these are the people that turn the lights on in th at night and off at night. these are the people that make life go. it's real easy to degrade state employees and public employees for that matter, but the fact of the matter is these people make the state go. that is why my problem is with furloughs. furloughs it's very difficult because it's difficult to plan. a lot of people making 30 to $45,000 a year, maybe single head of house of a family. those folks, those days means a lot of dollars. it makes it difficult in a family planning level to plan your life. as a result you become

demoralized. that is what you do to the state workforce. >> do you see the furloughs going up? >> we will see what the national recession plays a part here. there will be more public boards meeting like this one. there will be more cuts coming this fiscal year! >> thank you for being with us. >> you can read more about this

kids are getting out and by this time starting the first day of school. meteorologist steve fertig is here to tell us what kind of day they will have as they're heading out. cool and a little bit wet for the eastern shore. we're seeing a couple of showers on the eastern part of the state. all of that is going to dissipate for the trip home or school. it's going to be a decent week and things are going to get better each and every day. especially as we head into the labor day weekend, you will love this forecast. the same for cockeysville and 66 in annapolis. there's biz to the north and it's 50s to the north and west and you see the rainshowers in the central part of the state moving into this area around baltimore county. you can see a couple of showers moving through, before it dissipates into afternoon and high pressure from the north works in. we're getting windy conditions that will be with us as high pressure replaces the low pressure that was over us. we may have the low pressure
8:32 am
over us. we will see winds out of north that will keep us cool. the showers progressing more into the central county and earlier than expected. i do believe by later in the day that should be tapering off. 71 at 6:00 p.m. after getting to the high temperature of 74 around 3:00 this afternoon. should be a pleasant day, though today even though it's wet in spots this morning. we will talk more about what we can expect toward la labor day weekend in a little bit. here is candace dold. >> reporter: not such a pleasant ride out there in many of the headlines. it's due to extra volume. you know how it is when school starts back up. it starts to slow down on the roadways. from 695 toward mountain road toward 695, we are in the red with a 14-minute commute. there's an accident on the inner loop lanes of the beltway at bel air road. that is causing a slow go on the inner loop direction and a lot of cars on the outer loop side from the jfx, so that will take
8:33 am
15 minutes. from westminister heading toward the beltway, 15 minutes. those cars are barely inching along toward the west minute stie pike towar--minister pike 5 region. here are the stories we're following this morning. two firefighters lose their lives trying to battle massive wildfires in california. officials say the men died when their vehicle rolled off a mountain side in los angeles county. mandatory evacuation orders are in effect for 12,000 homes. good morning, i'm megan gilliland as these kids head back to school, there's concerns over swine flu. this new school year, there's a change in policies that will keep affected schools open. state officials say the cdc will no longer close the schools with the suspected cases of the vier
8:34 am
yous. in other words, they will treat the swine flu-like the seasonal flu. health officials say they will continue to be vigilant using sanitizers and preparing for vaccines that are expected to be ready by october. a reunion 10 years in the making. a 17-year-old originally from china adopted by a woman from maryland was reunited with his birth parents over the weekend. christian norris used the internet to track down his parents with the help of his mother. the birth parents say he got lost when he was 7 years old and they were devastated. the parents say they will stay in touch but will not force christian to now live in china. the class bully, every school has at least one of them. so what do you do if you think your child is the target? dr. michael bol grove a psychiatrist with pratt health system joins us this morning with more on a topic thatly frightens a lot of parents as they are sending their kids back
8:35 am
to school. good morning. >> good morning, how are you. >> i'm great. how do parents pick up on the signs to let them know that their child is a target of bullying. >> it's important to make sure that the child is still engaged with his friends and doesn't show any hesitation about going to school. the most important thing parents can do is communicate, communicate. ask the child, how will you doing? what is going on? anything i need to know about, that sort of thing? >> if the child says, you know, what, this is what is happening at the schools. what do the parents do and what do you recommend for the children to do. >> for the children, there's two parts. we always tell people to ignore the bully, and that is accurate. that doesn't mean to act as if it's not happening. that means to let the bully know that you heard what they said but you're not going to give them credibility. the second thing is you're going to let the bully know, that you're going to tell another people, not because you want
8:36 am
other people to rescue you, but because you're not ashamed of what is happening. the teacher is aware and the teacher is giving the child the appropriate support which is essentially helping the child to solve the problem. >> that is a good point, because i was wondering, what is the expectation that parents can have when it comes to school administrators and teachers and helping to solve that problem. >> there's two different situations. so in the typical kind of bullying that we might expect, you know sort of school yard bullying and teasing that kind of thing. i think the teacher should work with the parent to guide the child and help the child solve that. and also should work with the classroom to help all the children understand what the expectations are and most appropriately to reward positive behavior. they want to look not just for the bully but for the people who are supporting that child. >> okay. >> that is who gets all the attention. bullies are looking for the same thing everybody else is looking for, respect and attention. they're going about it the wrong
8:37 am
way. the teacher has to constantly set the agenda with the class and say here is how you get attention in my class. >> that answers the question, what do you do if your child is the bully? they need attention of a different kind. >> that's right. you think you need to make sure you're role modeling for your child and they have outlets where they can get that kind of attention, particularly if they need mentors or coaches or people that will be able to handle their sort of over assertiveness and aggressiveness but in an appropriate way. which do not what to make clear that there's other situations which close the line. unfortunately in our schools, particularly in high schools, it can be very scary. >> okay. good information to know, though as kids are heading back to school. doctor thank you for coming in. >> thank you. >> still head, back to school also means thin

this way if something does happen, help is only a phone call away. i'm jill cortis. toe learn more about brighter living, go to foxbaltimore.com. now a check with meteorologist steve fertig for a look at the back to school forecast. thanks, patrice. not to bright as to cart the day. -- start the day. even the central counties seeing light showers and again will be generally on the light side. we believe with the moisture streaming up from the south and west along the frontal boundary creeping from the north. further points north, there's dry air working in. as high pressure will win out today and win in the -- bring in the drier air and prevent the air from coming in today. it's deeper into the week. as we get into labor day it's going to shape up nicely. you can see where the showers were heavier earlier. we are seeing in the central counties but concentrated more southeast generally speaking than elsewhere. here is what we're looking at then, for a starting
8:42 am
temperature. 64 degrees, a little bit cool in spots this morning with mainly cloudy skies, northwest wind at 6 miles per hour. as you can see, not reporting rain at the inner harbor. nevertheless, there's showers around, 63% relative humidity. 51.3 rising on the barometer. that would indicate that it's pretty dry. a lot of what we saw on the ground may not be reaching the grounder. a start a dreary day. 64 in d.c. and the same for salisbury. 59 at hagerstown, and out of 40s in oakland. in the mid-40s earlier, but the dew point indicates how dry it is. that is why i say a lot of that may be virga which is the term we use for the rain falling from above but it's not an issue for us here where we live. take a look at the stationary boundary to the south. the northerly flow is coming around the high pressure. you get the clockwise flow that brings in the drier air and the cooler, too. temperatures today will stay on
8:43 am
the cool side then as we only get up to 75 degrees for the high in the eastern shore where the showers exit. low pressure to the south and east, between it we get the winds to pick up as we get the pressure gradient. 5-15-mile-an-hour winds could gust to 20. partly cloudy skies, it starts off cloudy, but we think there could be sun mixing in through the afternoon. back to the west, high temperature of 72 degrees, rather cool with clear skies, a north wind of 5-10. 55 degrees, so for a cool overnight low, north winds at 5-10 miles per hour and 74 degrees, the temperature we get to right around 3:00 after hitting 70 at noon. and then after that, 3:00 high temperature, we drop to 71 at six p.m. and if you're headed to the state fair, continuing on this week, 72 degrees for 2:00 p.m. temperature with partly cloudy skies by then. 8:00, partly cloudy, 68 degrees, tomorrow 76, the temperatures
8:44 am
will climb a little bit each day. partly cloudy then and staying partly cloudy skies for thursday but 80 degrees. heading into labor day weekend. this is the prize. sunny and 83 on saturday and 81 and mostly clear on sunday. it looks like it's going to be a terrific holiday weekend for sure. fox 45 sky watch weather is at your finger tips. you can always use fox 45 powerful doppler radar to track incoming storms. interactive tools will let you see when the rain is over your house. go to foxbaltimore.com and click on iradar. now candace dold is back with a look at traffic edge. >> reporter: we have been tracking the numbers as far as speeds on the roadways. look at this 19 miles per hour on 95 in the northeast corner. 34 on the jfx. back up to speed on 83, moving through baltimore county at 61 miles per hour.
8:45 am
the slow 27 on the west side of the beltway. but then 55 on 95 through howard county. we do have a little bit of glimmer of hope for you this morning. if you're heading out, we want to tell you about a new incident. it's an accident on the harrisburg expressway. it's right at shawan road. york road is going to be a better bet for the alternate route. once you get to finally approach the beltway, you're going to run to a slow go from towson toward parkville. that is because of this persistent problem an accident on the inner loop lanes right near bel air road. that does take out one lane. this has been throughout the morning rush. it's been a bit of a bear ride on the top end. on 95 moving through whitemarsh, here it on the northbound lanes. we have our fair share of volume but things are starting to ease up a little bit as we head toward the 9:00 hour. 95 through the city in the fart mchenry tunnel -- fort mchenry tunnel. a traffic pattern does continue
8:46 am
from 395 toward 695. if you're heading on 95 moving through the howard county region. look at this, a few cars traveling, light activity on the southbound lanes heading toward washington dc. that's a look at your morning travels, patrice, back to you. candace, thank you. still ahead, back to school means back to thinking about the sat. find out how maryland scores measure up. beep. bleep. >> and later it's not your garden variety interview. why one grandma went on the attack with a gardening

>>as we head into a new school year, many students have their brains on scoring beg when it comes into get -- big when it comes to getting into college.
8:49 am
to do that, you have to have a big score on the sat. how high are the scores. the college board is make the senior vice president available to talk with us this morning. good morning, lawrence. >> good morning. >> let's start with maryland. how did our kids score? >> actually, maryland doing well. in maryland many students take the sat, 70% of high school graduates are taking the sat. and saying i want to go to college, so that is terrific. and even with such a broad group of students including a more diverse group of student, taking the sat, the scores are holding steady and had a is terrific. it's a nice thing to see and we're very pleased that students from all walks of life are taking the sat and saying i want to go to college. >> we're glad to hear that about our students. how does that compare to the rest of the country, the other states around? >> holding their own. in terms of reading, really
8:50 am
right on mark with the national average and in writing, also right on the mark. there's improvements being made in math. a little bit behind in math, the national average in math was 515 and maryland's is 502. so a little bit more work to do on math but there's improvements being made and that is great. >> of course, prep classes come around your junior year. is this something you recommend for students be looking into? >> let me tell you something interesting. we're seeing this across the board in all students. this is whether it's african-american students, hispanic students, students of all ethnicities. when they're taking the harder courses. the most rigorous courses in math and english and high school, talking about honor courses and ap courses, those students are doing much, much better on the sat. the sat is a test of reading, writing and math. the students who are learning the skills in high school are getting higher sat scores. that is really the key. in terms of prep, what we do
8:51 am
recommend is that students, you know, take a practice test or two. they take a look at the sat and there are many free and low cost ways to do this. i always say, just like tiger woods when he is about to go play a golf tournament, he doesn't show up at 10:00 a.m. and let's tee off. he shows up a few days earlier and checks out the course. >> how high are sates, what is a good score? what should students be shooting for? >> it's different for every college. what matters is that students find the right college for them. students should check out college websites and look at what the average scores are for that college and select the right college for them. >> lawrence, thank you for helping us out

8:55 am
took the brunt of it. >> a shooter from another station wofl videotaped the guy getting attacked. >> reporter: the two news crews came looking for a mother who reported to police that her 15-year-old police had been working in this strip club. neighbors said it was the grandmother who came to the door. besides from the obvious question, why does she have a hoe with her when she answers the door? the online debate focused on whether the press deserves it. leaches, subhuman puke, you got what you deserve. you go granny. she won. they told fox's what the hoe down was like. >> just looking at her eye, the first thought was i need to get out of striking distance.
8:56 am
